This combat option makes using a ranged weapon while engaged in a melee a difficult affair.

Combatants that have been threatened by melee weapons this round suffer a -4 penalty to attack rolls with ranged weapons and ranged spells.

This means that combatants incur this penalty for moving in and out of a melee and trying to use a ranged weapon. This option adds a bit of tactical complexity to the Core Rules abstract combat system.

Bows or slings aren't going to be used in melee at all.  You can fire as the adversary is closing distance, but if the last "round" of doing so allows the adversary to cover the last bit of distance sooner than the ranged weapon's rate-of-fire, then the archer/slinger either tries to use the bow/sling as some sort of improvised weapon or drops it and pulls his sword/club/dagger.  I'd agree that the adversary should get +4 that exchange since he has a ready weapon and is charging into melee against a less prepared combatant.  But the latter isn't going to then "move in and out of melee" trying to reload, any attempt to do so would not only be unavailing but allow a free hit by the adversary.  The foregoing wouldn't apply if the ranged weapon was javelins or throwing axes, you might then try to move in and out of melee to get just a bit of distance for a throw, as against that +4 advantage to the adversary; although likely if the combatant still has any javelins/throwing axes and the adversary is upon him he'll just use them as melee weapons.

I believe this was originally meant to be a more stylistic thing. MicroLite rules wise is more just a basic situation meant to be interpreted on a situation by situation bases. This rule more or less gives you that Legolas character darting in and out of combat but not so much out performing melee characters on all ends.
