I think they should come from fey. whether they are made by fey 'scientits,' dieties, the result of the fey 'natural chaos' or whatever, the monsters should be attributed to them.

I know the idea is to limit complexity, but why just one option?
Also, what do you deem a "Monster?"
In your typical d20, monsters were all magically created in some shape or form.  So, the fey option would probably be the closest fit here.  But there are supernatural creatures, too, that would be deemed "monsters," and would be made/shaped by the immortals.  Demons, and the like.
Or would the explanation always fall back on the fey?  Even the demon manipulations would have to tap into the fey to craft their creatures?

Good Question! Per the design guidelines, it is resolved that:
